Department Overview
The Administration Department, headed by the Borough Manager, oversees the day-to-day operations of the Borough. The department is responsible for communicating the vision and desires of Council, and administratively enforcing the guidelines, policies, and ordinances established by the board. The Manager is also responsible for bringing forth an annual budget proposal to Council.
Fiscal operations, under the guidance of the Finance Officer; and Code Enforcement and Zoning are also performed in this department.

PWTech Volute Dewatering Press

The dewatering system at the Millersville Borough Wastewater Treatment Plant (WWTP) currently utilizes a 2-meter belt filter press to dewater their aerobically digested biosolids. The dewatered biosolids are discharged to a cut flight mixer, combined with pulverized quicklime, and then thoroughly mixed. The combined biosolids/lime mixture is discharged to an inclined belt that lifts and conveys the mixture to a dump truck. Once filled, the dewatering process is stalled while the dump truck unloads its contents onto one of the two (2) onsite covered storage pads where it remains until the contracted hauler hauls the biosolids to permitted farm sites. Further drying may be achieved during the storage period.
The existing belt filter press has been in service for more than twenty years and now exhibits apparent equipment wear and tear. Although when running it performs consistently and with the lime addition, the biosolids are able to meet PA DEP Class B Biosolid stabilization requirements, the equipment requires a significant amount of attention and maintenance from the operators. A preliminary study was conducted by GHD in 2016 to evaluate different sludge dewatering system options. The study compared the following options: centrifuge, rotary press, or screw press, all including other ancillary improvements. The PWTech Volute Dewatering Press was chosen as the most cost effective, low maintenance alternative. The PWTech Volute Dewatering Press was chosen because of the overall price comparison of the various options and its potential to produce relatively high percent cake solids using less energy than its competition. This report provides the calculations used to determine the size of the PWTech Volute Dewatering Press to be installed, based on the current and future sludge production and the Plant Staff’s desired operations method at the Millersville Borough WWTP.

This project includes the rebuilding of the stream bank running through the Wastewater Treatment Plant to mitigate erosion and enhance the lifespan of the stream.
The project bid was awarded at $71,297 to Kinsley Construction, Inc., and will be completed by the end of 2018.
